Trademark Office Party Committee held the “Going out of offices and Entering the Grassroots” Research Achievements Report and Exchange Meeting
In the first half of 2012, Trademark Office Party Committee seriously implementing the deployments of the Central Committee and SAIC Party Group on thoroughly carrying out Excel in the Performance and Striving for Superiority activity, on the basis of preliminary fruits from last year’s Going out of Offices and Entering the Grassroots exercises, organized 24 party branches, themed by entering grassroots and offering services to further develop the exercises and got remarkable achievements.
According to statistics, the 24 party branches under Trademark Office Party Committee have dispatched 30 research teams led by branch leaders including secretaries and deputy secretaries, altogether 100 personnels into 72 cities among 25 provinces to answer questions, instruct implementing trademark strategy in grassroots, visit 198 AICs at different levels, 224 enterprises, hold 104 symposiums, collect 135 suggestions and opinions, summarize experiences and propose 121 suggestions and measures for following works. All braches paid high attentions to the exercises, drafted research plans at early times, fully collected and prepared materials, and targeted their researches and services in line with obligations. During the exercises, all the research members strengthened their service awarenesses, kept in mind of “more services, less troubles”, correctly positioned, thought about grassroots, actively solved difficulties, and reflected their solid work style. After the exercises, all branches seriously thought and summarized trademark work experiences in local areas, carefully reviewed local requirements, combined with realities, carefully wrote and submitted 27 research reports. Some reports reflect local experiences, and some others provide thoughts and suggestions, which are full of constructiveness, and are beneficial references for deeply implementing the trademark strategy.
Under the purpose of exchanging research achievements in grassroots, promoting a normalized lasting effective service in party cadres to connect grassroots and serve the people, on June 21, 2012, Trademark Office Party Committee held the “Going Out of Offices and Entering the Grassroots” Research Achievements Report and Exchange Meeting. Ms GAO Xiuying, Deputy Secretary of SAIC direct-affiliated departments’ Party Committee, and Mr XU Ruibiao, Secretary of Trademark Office Party Committee and director general of Trademark Office were present and spoke at the meeting where a whole of more than 200 party members from Trademark Office attended. At the meeting, eight representatives from party branches in general affairs divisions, examination divisions and opposition divisions delivered speeches which introduced each main exercise of Going Out of Offices and Entering the Grassroots, shared feelings and experiences, and reported plans to improve trademark works on the basis of research findings.
Secretary XU summarized on behalf of Trademark Office. He indicated researching close to grassroots, serving people and solving their troubles were the practical action to inherit party’s good traditions and to practice party members’ aims; the necessary requirement to seriously implement tasks in Grassroots Organization Construction Year, to increase vitalities for grassroots party organizations in Trademark Office and to deepen the Excel in the Performance and Striving for Superiority activity; and the important measure to change working styles and to promote efficiency constructions in Trademark Office. Secretary XU summarized four characters for the exercises. First was a full preparation with proper research topics and strong targets. Second was to lead by leaderships, thoroughly research in a solid style. Third was a warm service, an enhanced understanding and wining praises. Last was to closely connect reality with serious thoughts and detailed reports which fully reflected the exercises conducted deep and solid, and avoided formalism. He also made a short comment on each branch’s exercise, where provided a full recognition and also indicted the shortage. He raised three requirements on well implementing and practicing research achievements, promoting the establishment of a long term mechanism to connect grassroots and serve the people there. One was to pay high attentions and seriously study opinions and suggestions on improving trademark works collected from grassroots and to response their concerns timely. Second was to further revise and improve the reports and combine together as a reference for improving works. Last was to consolidate the exercises’ fruits and establish a long term mechanism to connect grassroots and serve the people there.
At the meeting, Secretary XU has briefly reported main works of Trademark Office in the first half year. He affirmed the results in trademark applications, examinations, oppositions and achieves managements, indicated the results were the real change and solid fruits from implementing Excel in the Performance and Striving for Superiority activity, and were the interpretations of spirit of the activity in real actions. He has also made deployment on following works, required all members to change the re-recognitions of the urgency and responsibility in trademark works into common concerns to improve efficiency and serve development and into a united pioneer active action; to change the deep thoughts on increasing efficiency into acting point to fully deepen the implementation of trademark strategy, into a breakthrough to solve difficulties limiting the scientific development of trademark works, and to welcome the convening of the 18th congress of Communist Party in a better work achievement.
Ms. GAO Xiuying, Deputy Secretary of SAIC direct-affiliated departments’ Party Committee provided a full recognition and a high evaluation towards the “Going out of Offices and Entering Grassroots” exercises in Trademark Office Party Committee. She thought the exercises were given high attentions by Trademark Office Committee, seriously organized, strong targeted, clear objective and remarkable achievements. The exercises focused on trademark works, trademark examination posts, fully played the role of trademark registrations and managements, served the economic developments, served the vast trademark applicants, increased the efficiency of trademark registrations and managements, enlarged social understandings and supports to trademark works, achieved expected purposes, and truly realized understanding local situations, solving local difficulties and warming local peoples. Deputy Secretary GAO has also notified good news in which Trademark Office was to award national advanced Grassroots Party Organizations in Excel in the Performance and Striving for Superiority activity, and gave recognitions to achievements in Entering Grassroots Party Branches and Summarizing Their Work Manners activities and Promotions on Party Members around Myself. Deputy Secretary GAO hoped that Trademark Office should continue actively implement the central committee and SAIC party group’s requirements, combine the exercises of learning from LEI Feng, fulfilling duties as pioneers, entering grassroots to improve work styles, serving people to enhance work effects together, transform the research achievements into actual works, insist in exercises of “Going out of Offices and Entering Grassroots”, innovate their contents, forms and methods, and create a long term mechanism to promote the normalization of those exercises. She wished Trademark Office to make persistent efforts for a new height in achievements.
Party members of Trademark Office expressed to seriously implement the instructions of Vice Secretary GAO and Secretary XU, conscientiously transform research achievements into the power and fruits to promote the implementation of a scientific development in trademark works, further change the work styles and more actively and voluntarily enter the grassroots to serve people there. They pledged to normalize the activity of Excel in the Performance and Striving for Superiority activity, and make it a long term mechanism, continuously improve efficiency to serve the scientific development, try best to finish the following work in the second half year, and make greater contributions for further implementing trademark strategy and serving innovative country’s construction.
